General Location Information: The Cascabel Volunteer Fire Department covers just under seventy square miles in the San Pedro River valley from approximately mile post seven of Cascabel Road north to the junction of Redington Road, and approximately one mile on both the east and west sides of the river (please see maps below). Purpose: The Cascabel Fire Department is here to: a) Protect land and property, both private and public. b) Offer medical assistance in relation to illness and injury to residents and visitors. c) Provide information to residents concerning fire prevention and first aid. d) Assist other agencies outside the area when called upon to do so based on signed memorandums of understanding.
Bylaws: Cascabel Volunteer Fire Department Constitution and By-Laws
Article I: Name and Purpose
Section 1: Cascabel Volunteer Fire Department, Inc., a non-profit corporation duly incorporated under the laws of the State of Arizona, shall be known as the Cascabel Volunteer Fire Department, hereafter referred to as the Department.
Section 2: The objective of the Department is to save lives, property, and livestock; and to protect the environment by fire suppression and prevention.
Section 3: On dissolution of the Department, all funds and property of the Department shall be conveyed and contributed to another organization serving like purposes and functions, as defined within the meaning of Section 501 (C) (3) of the Internal Revenue Code.
Article II: Board of Directors
Section 1: The business of the Department shall be managed by the Board of Directors. The officers shall exercise such powers and perform such duties as the by-laws shall direct.
Section 2: The Board of Directors, five in number, shall consist of the Chairman, Secretary, Treasurer, and Directors.
Section 3: The President shall preside at all meetings of the Board and shall appoint any committee, which from time to time the need for may arise.
Section 4: The Secretary shall, in the absence of the President, perform all duties of the President, and perform other administrative duties as assigned by the President.
Section 5: The Secretary shall keep minutes of all Department proceedings and shall have charge of all correspondence and records of the Department, and other duties as these by-laws may direct. Section 6: The Treasurer shall receive all monies collected and give his/her receipt thereof; keep a regular account of all monies received and pay it out on the orders of the Board; give a monthly account of the balances on hand in each account; and shall submit his/her books and records at the end of the fiscal year to an authorized CPA for audit. Section 7 The regular meeting of the Board shall be held monthly on the second Wednesday of the month at 8am at the Cascabel Community Center.
Section 8: The fiscal year of the Department shall commence on the first day of January in each year and end the last day of December.
Section 9: A majority of all the Board shall be necessary to constitute a quorum for the transaction of all business.
Section 10: All offices of Board members shall be elected for one year terms
Section 11: Vacancies occurring during tenure of elected officers or directors shall be filled by appointment by the Chairman with approval of the majority of the Board of Directors.
Article III: Line Officers/Coordinators
Section 1: Fire Chief. The elected officers of the Department shall be the Fire Chief. The Fire Chief shall be elected by the voting members of the Department at the regular annual meeting.
Section 2: Captains/Lieutenants: Operating support officers shall have the rank of Captain and Lieutenant. The Fire Chief may appoint individuals to the position of Captain and Lieutenant.
Section 3: TraininglFire Prevention / MaintenancelFuel Mitigation Coordinator. The Fire Chief shall appoint these positions. Staff for support will be set up by each coordinator.
Section 4: Duties of Officers and Coordinators: A) Fire Chief: It shall be the duties of the Fire Chief to serve as the Department's Chief Executive Officer, set strategic direction, appoint committees and maintain good order, enforce all rules established by the Department, supervise all purchases, and enforce the Department By-Laws. B) Assistant Chief: Shall be second in command and will serve as directed by the Fire Chief. The Assistant Chief will assume the duties of the Fire Chief in his absence. C) Captains/Lieutenants: Shall be assigned departmental leadership duties as determined by the Fire Chief. D) Training Coordinator: Shall be responsible for Department training program, maintaining and submitting reports. This task shall include training requirements, schedules and documentation. E) Fire Prevention Coordinator: Shall be responsible for Department fire prevention programs and pre-fire planning for the mid-San Pedro Valley. F) Terms of Office: Length of term shall be for one (1) year. Reappointment may be unlimited.
Article IV: Membership
Section 1: Active members are all emergency service personnel as certified by the Fire Chief.
Section 2: Supporting members are residents, age 18 and over, or owners of property or businesses in the Department fire district.
Section 3: The regular annual meeting of the membership shall be held at the Cascabel Community Center in January for the purpose of receiving annual reports from officers and coordinators; election of officers and directors; and considering such other business that may be presented to the meeting.
Section 4: A special meeting may be called by the Chairman, Fire Chief, or any five (5) members by filing notice with the Secretary, who will then notify the membership.
Section 5: All members shall be eligible to vote and may be elected to any office.

Article V: By-Law Changes
Section 1: Amendments to these By-Laws may be made at any regular or special meeting of the Board of Directors by two-thirds (2/3) majority of the entire Board.
Section 2: Upon request, members will be furnished a copy of the Constitution and By-Laws and shall abide by their provisions.
Article VI: Policies and Procedures Section 1: Written policies and procedures governing fire fighting and other emergency operations of the Department, and other policies and procedures as the Board may determine to be needed or desirable, shall be approved and adopted by the Board of Directors.
Section 2: If any part of this document is found to be invalid it will not cause the rest of the document tobe found invalid.

Ticket Selling at the Garlic Festival in Dragoon: Barbara Clark, Bob Evans, and Lisa Vogel staffed a booth at the Garlic Festival the last weekend in July to sell raffle tickets and the CVFD Cookbook. $262 in raffle tickets were sold (and five cookbooks).
